Biography:
Dr. Chien-Chang Lee, an expert in both information technology and medicine, has served as the Chief
Information Officer (CIO) for Taiwan's Ministry of Health and Welfare (MOHW) since January 16, 2024.
Before taking on this role, he was a Professor of Emergency Medicine and Deputy Director of the Center for
Intelligent Healthcare at National Taiwan University (NTU) Hospital. Dr. Lee completed his medical education
and residency at NTU and later earned a doctorate in health data science from Harvard University.
As CIO, Dr. Lee oversees IT systems and security for more than 5,300 staff members, develops IT policies,
and manages significant health IT investments to enhance public health in Taiwan. In his prior role at NTU, he
led the integration of AI into clinical practice, focusing on policy development, innovation, and risk
management.
Dr. Lee’s research spans translational medicine, big data epidemiology, and AI in healthcare. His
groundbreaking work on fluoroquinolone antibiotics resulted in regulatory changes by the FDA and updates to
prescribing guidelines worldwide. Dr. Lee also received the Gold Medal of The Edison Awards in the
"Cutting-Edge Tools" subcategory within the Engineering and Robotics category for his development of
HoloXMed, a technology designed for educational and diagnostic applications in medical practice. From 2021
to 2023, Stanford University recognized him as one of the top 2% of scientists worldwide, a testament to his
prolific publication record of 250 scientific papers, over 12,500 citations, and a remarkable H-index of 60 by
google scholar.
